As and when a vacancy of FPS/KOD arises in a Circle, the same is notified in leading newspapers as well as on Notice Board of the Circle Office concerned. Interested parties have to apply on the prescribed application form obtainable from the concerned Circle Office. You can see the prescribed application forms for obtaining authorisation for FPS and license for KOD in the section "Licenses and Certificates" under Food & Supplies department. You may download the required application form and present the duly filled in hard copy to Addl. Commissioner (Fuel) the documents prescribed. After receipt of applications, a Screening Committee scrutinizes applications received and eligible applicants are called for interview before a Selection Board. Based on the performance in the interview and comparative merit on essential eligibility criteria, the most suitable candidate is recommended by the Board for grant of license/authorisation for FPS/KOD by the Licensing Authority. Some of the important conditions of eligibility to grant of authorization of PDS/License of KOD are as follows: -

• Application must be resident for at least one year in the Circle in which the vacancy is notified.
• The applicant should not have been convicted under the Essential Commodities Act, 1955.
• The applicant should be financially sound. He must have a bank balance of Rs.50,000/- on the date of submission of  application supported by a bank certificate. He should not withdraw this amount from the bank till finalization of the allotment.
• The applicant should not be below 18 years and above 60 years of age on the date of submission of application, for ex-servicemen age limit is 65 years.
• The applicant must have passed 10th class examination of a recognized Board and be able to maintain books of accounts.
• The applicant or any of his family members should not own in their name or connected in any way in running of another FPS/KOD.
• The applicant should have valid legal and physical possession over the proposed business premises in the area for which vacancy has been notified. The premises offered should be of permanent nature and one composite unit and should not have any window, back door or side door.
• Floor area of the FPS should be 15 sq. meter, and of KOD, 12 sq. meter. Length, breadth and height of shop should not be less than 3 meters each.
• The proposed business premises should be accessible to heavy vehicles and should be on a minimum 15 feet wide road.

The following reservation is followed in grant of FPS authorization and KOD license:-

Other parameters being equal, preference is granted to the following categories:-

• Nominated agencies of Govt. like Super Bazar/Kendriya Bhandar/DSCSC/DCCWS etc.;
• Widow with dependent children;
• Physically handicapped;
• Freedom fighter and their sons/daughters
• Cooperative Societies

An application for grant of FPS authorization/allotment of KOD is usually decided within a period of 3 months.
