You are required to obtain a license under various Control Orders issued under Essential Commodities Act, 1955 if you are dealing in the following food items-
- Pulses, and stock of all pulses taken together for sale at any time exceeds 10 quintals. (Delhi Pulses (Licensing of Dealers) Order 1974)
For obtaining license, you may apply in the prescribed form to the Addl. Commissioner (Food), Block, Vikas Bhawan, I.P.Estate, New Delhi-110 002. You can see the prescribed application form for obtaining license in food items mentioned above in the section "License and Certificates" of this website by clicking on Food & Supplies department. You may download the required application form and present the duly filled in hard copy to Addl. Commissioner (Food) alongwith the prescribed and the following documents-
- Rent Receipt/Rent Agreement/Sale Deed of the Business Premises, and Godowns for legal and physical possession.
- Bank Statement of the Current Account of the firm.
- Photo Identity Card/Ration Card of the applicant.
- Partnership deed in case of partnership firm.
- Affidavit of non contravention of Essential Commodities Act, 1955,
- NOC from Delhi Pollution Control Committee.
- NOC from Health Department of MCD.
Currently, the following control orders are also imposed on Wholesale Dealers in Delhi and license requirement is necessary for all wholesale Dealers, those trading in Sugar, Pulses, Rice and Edible Oid.

- Delhi Edible Oils (Licensing and Control) Order, 1977
- Delhi Food Grains and Oilseed (Dealer Licensing) Order, 1998 Further, If any Limited Company or Firm applies for wholesale license under these control orders, the following documents are also required in addition of already mentioned on department website:-

- Resolution of Board
- List of Directors
